In the end, I exceeded my project scope. Instead of simply creating a map that showed the school districts in Washington, I created an interactive map that allowed others to use it as a data library. They could incorporate data from their piles of surveys and put it into a visualized form. On top of that, it opened the possibility of sharing this data with the public, embedding the map onto websites to allow the public to peruse it. As an example of this, there's a link below that shows you a basic version of the map with only a few data points entered. You can view the district borders, but you can always view the different data points, see how they contrast. There's a search function for individual districts, allowing any visitor to look up their local school district. And clicking on the school district displays all data input on that school district.
